Established in September 1994 with a registered capital of RMB 10.2 billion, the China Guangdong Nuclear Power Holding Corporation (CGNPC) is the only clean energy enterprise centering on nuclear power in China under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), owning more than 20 subsidiaries.


As at the end of December, 2008, CGNPC possesses installed capacity of nearly 4000MWe of operating nuclear generating units at Daya Bay Nuclear Power Station (GNPS) and Ling Ao Nuclear Power Station Phase I (LNPS). The Ling Ao Nuclear Power Station Phase II, Liaoning Heyanhe Nuclear Power Station, Fujian Ningde Nuclear Power Station and Yangjiang Nuclear Power Station involving over 17000MWe of generating capacity have commenced construction. Another three nuclear power projects, located in Taishan of Guangdong Province, Fangchenggang of Guangxi Zhuang Autonomous Region and Xianning of Hubei Province involving approximately 8000MWe of generating capacity are at various stages of preparatory work. Over 450MWe wind power units have been put into operation, with an additional 700MWe under construction. Over 200MWe hydro power units have been put into operation, with an additional 450MWe under construction. The total assets of CGNPC stand at RMB 100 billion, with its net assets valued at RMB 35 billion, more than ten times of RMB 3.24 billion which were the net assets of inception, taking gigantic steps in adding value to state-owned assets.


CGNPC had consistently complied with the guideline of “Safety First, Quality Foremost” since it was founded. Following the successful completion of Daya Bay Nuclear Power Station, CGNPC has grown a benign mechanism of “utilizing returns from existing nuclear power plants to nurture further growth of nuclear power in a rolling-on manner” by using the returns from in-service nuclear power stations as capital for new nuclear power projects. Developing on the basis of the 1000 MWe class nuclear power station introduced from abroad and engaging in significant technological innovations and modifications,


CGNPC has established its own nuclear power brand--- the improved Chinese PWR--- CPR1000. It also produced a large contingent of specialized professionals experienced in operation management, project management and R&D. It has set up nuclear production and operation system, construction system, science and technology R&D system and talents cultivation system which are all integrated to the international practices. CGNPC has now joined ranks with international top performers in nuclear power operations, maintenance, technical support, safety supervision and quality management and so forth.
The State Council has recently put forward the policy of “Actively Pushing the Development of Nuclear Power”. To meet this demand, CGNPC has revised its strategy into “A clean energy group with nuclear power as its core business which supplies safe, environment-friendly and economical electric power to the society” and defined the strategies of self-reliance, specialization, market-orientation and internationalization. While ensuring the safe operation of the running units and the quality and progress of constructing units, CGNPC improves its organization and management systems, and builds its core competencies and management capacities. As a result, CGNPC has established the first specialized nuclear power operation company, and other specialized organizations for engineering management, engineering design, R&D institute, a specialized organization for guaranteeing nuclear fuel supplies and management and market-oriented wind-power company. A Nuclear Power Training Institute was established for the training of professionals in the field. Coalitions with the upstream and downstream of the industry chain have been formed and strengthened. The capability of managing and constructing different projects across the country at the same time has been built up in terms of technology, human resources, fund, management, etc.
